There's a popular button slogan in the anti-war crowd: "take the toys from the boys", a reference to nuclear missles and the military. Couple this with the notation of non-winnable nuclear war and the rising number of weapons in the world, and the concept of overkill. Immediately, the (cynical) joke becomes obvious. In a war of over-kill, the country with the most nuclear weapons left over wins, no matter what happens to all the people. Somehow, these things loose something in the translation.
