I posted a longer version of this message to the ARPA IBM-PC digest,
but just for the record:

My own experiences with a cheap ($100) WWVB receiver, using an indoor
antenna in West Los Angeles, and with a simple interface to a micro,
do not agree with the results reported by ISI.  I had no significant
problems getting it to work reliably.
