Watt's resignation is by no means a boon to
environmentalists, nature lovers, or other good
people.  Watt was just following Reagan's orders,
and his outspoken wit was probably just a smoke-
screen to hide the stuff he was really doing
(Reagan's stuff).  If there is to be real change in
the Interior Department, Reagan must change HIS
policies toward the environment.  Who the Secretary
is really makes little difference.
