PHONE SERVICE; THE ILLOGIC OF AN ACCESS CHARGE,
N.Y. Times, l0/20,p.A26. This letter to the ed-
itor from an emeritus professor of economics
at Columbia University says that "access charge
is a gross misnomer for a flat monthly fee paid
by people regardless of their use of long dis-
tance service to companies not rendering much
service." The writer says that both past and
proposed telephone charge plans "fail to promote
an efficient pattern and level of usage."
