The film was made by filming live action and drawing over the top of the resulting pictures. This is just one more of Ralph Bakshi's innovative animation methods. Innovative? Hardly. This technique, known as rotoscoping, has been around for a long time. Disney used it in Snow White (1939), and i don't know if that was the first use of the technique.
