Harry Stine, an aerospace consultant who lives in Arizona. Under his original name he has published "The Third Industrial Revolution", "Space Power", and "The Space Enterprise", all books advocating the industrial uses of space and their ramifications. His books are all extremely well researched, so I would expect that his fiction is as well (two other fiction books, "Star Diver" and "Shuttle Down" are certainly accurate in all respects that I can check out).
