He simply never fixed it. I believe the Doctor makes a reference to this in some episode. I can't remember which one, but I think Sarah was his companion at the time. Remember, the Doctor's TARDIS is old and outdated by the time lord's standards. I could be wrong, but if anyone else out there can shed some light on the matter I'd be interested. jfg
