The book Rene asked about is by Jack Vance.  I dont remember the title
but it is one of a series set in a consistent universe where each book
had as a title the name of a planet and its serial number for instance
" Marune 984 " (not that Marune is necessarly the one asked for).
The series is uneven but the better books are quite good Vance specializes
in the invention of odd cultures.
