All questions on the order of "in episode xxx, the Enterprise was in posession
of technology that would have been useful in later episode yyy, but it wasn't
used" are simply explained.  You've no doubt heard of the Prime Directive:  No
Federation member can interfere in the development of a planet by giving them
access to advanced technology.  Well, there is a little-talked about converse
to this:  the Composite Directive.  It forbids the Federation from picking up
any new ideas from other races.
