Should "make" handle dependencies on an implicit rule line? For
example, if make is given the following, the dependency information
(common.h modification time) is ignored.

.c.o:	common.h
	cc $(CFLAGS) $<
***

Is this a bug/deficiency in make or an intended feature?  Comments?
