Under 4.1c, if creat(2) is used on an already-existing zero-length file, the
file's modification time is not changed.  Thus, programs like touch(1) are
broken.

This bug exists on 4.1c on Vaxes and Suns, but is fixed in 4.2 on Vaxes.
