My freedom to swing my hand should stop before it reaches your nose, but I shouldn't lose my hand just because I could swing it at your nose, or worse still, because someone else might swing at your nose. So this quote concerns USING a gun, not owning them. If no one owned a gun no one could use a gun, but likewise if no one had a hand no one could swing at someone's nose.
