The U.S. Constitution states that the President is the Commander-in-Chief of the armed forces. Furthermore, Congress has authorized actions of this sort via the War Powers Act, which gives the President a free hand for the first 60 days of any conflict. Any calls for impeachment are probably made for propaganda value (but I won't rule out idiocy as an explanation) and are likely aimed at the voters back home.
