I doubt you can come up with one country. The unfortunate thing is that too many people just don't give a shit about other people's rights, happiness, etc., and they abuse the power they obtain. Look at the right: Marcos in the Phillipines assassinating political opponents. Look at the left: Russians bayoneting children in Afghanistan. Look at the "unaligned": Nkomo tossing Mugabe in jail now that the people of Zimbabwe have "overthrown the remnants of colonial oppresion". Indira Ghandi declared martial law awhile back didn't she? Apologies. I guess I got off the track. Anyway, the point I would argue is that nowhere on this planet does a government do anything that isn't for its own good. The unacceptable byproduct is that people's rights are abused in the chess game that's played.
