However, it is unconstitutional for the commander and chief to order the troops to war without a declaration of war from congress. It is constitutional for the commander and chief to order a rescue mission (as Grenada was purported to be) or an occupation force (as is the case in Lebanon). Combat may be involved in such actions. The issue in the case of Grenada is whether or not the president has sent our troops to war, granted a short war, without a declaration from congress.
