If Congress chooses to impeach a President for using a toothpick at a State dinner (to choose an absurd example) it is well within its Constitutional rights. ---------- I don't think this is correct. I'm pretty sure the Constitution does include a statement of what the President may be impeached for (the phrase 'high crimes and misdemeanors' sticks in my mind, but may be wrong). There was considerable controversy during the Watergate years over whether the President could be impeached for what he was accused of. Pretty clearly the Supreme Court would have the last word.
