In case Peter's listening (I didn't write down his path before the message
expired...) here's a bug I just noticed:

When you have a sector designated urban delivering civilians with a threshold,
when it's redesignated, the threshold isn't adjusted, and is thence divided
by 10 (the packing factor, so to say). I would suspect that this would also
apply to delivering commodities from a warehouse and then redesignating it,
but I'm not going to test it out on any of my warehouses.
