This is popular in El Salvador:

The top brass decide to go fishing. The head of defense is there,
along with the head of the National Guard. They fish all day, and get
nothing. Finally towards the end of the day, the Defense Minister gets
a bite. He hauls it in, and it turns out to be a very small fish. He wants to
throw it back, but the National Guard leader wants to keep it. Finally,
the Guard leader convinces the Defense minister to give him the fish. He
grabs the fish by the tail, and starts whacking it back and forth with his
open hand, shouting, "Where are the big ones! Tell us where the big ones are!"
