System messages on VMS ar divided up into a facility, message, and severity.
It is possible to build a message with the facility being SYSTEM, severity
of WARNING ( the -W- ), and a message of NORMAL.  More common would be the
message of %-I-NORMAL ( informational message that alls okay. ).  Strange,
but that's the way they wrote it...
