That line is a takeoff from Ambrose Bierce's "The Devil's Dictionary". In
that classic work he pens this definition:

    Diplomacy is the art of telling someone to go to Hades in such a
    manner that he actually looks forward to the journey.

For the connoisseur of wry observations, Bierce is a treasure.  Look
him up when you can.
