With all the junk that's going into net.jokes these days, maybe its
worth considering a modification to inews that will read all submissions
to net.jokes with a wwb type program.  If this program decides that
the submission is funny, it will go ahead and post it to net.jokes.

If it's not funny, but  is about jokes, it would be posted to
net.jokes.d.

If it can't make any sense at all out it, then it should be posted to
net.flame.
