The thesis that someone who tells an ethnic joke is necessarily "wilfully
promoting hatred of an identifiable group" could be argued for centuries,
and probably will be. As long as there are imaginative lawyers around, I
doubt if that law is enforcable against someone with the will (and money)
to defend themselves.
