The correct text of the bumber sticker is:

  4th * if honk then

where the * is actually a heart.  You were right, it is actually

  honk if you * 4th

written in the RPN notation of the forth programming langauge.
I have the bumper sticker on the wall of my office.  I got it
from VALPAR Inc.
