One thing which you can probably count on when optimizing paths:
the only paths which are a problem are ones which result from people
typing 'r' to readnews and trying to mail back a news path. *Nobody*
is going to type in 20-site paths by hand - they'll find something
shorter.

It follows that if routing software can refer to the official
news configuration database in some sensible way, it can optimize
correctly. (Don't ask me for details; I don't know any. But surely it's
an idea which can be worked on.)
