Phil Polli (ihuxl!pvp) reveals the well-mannered naivete that seems
very common on the net when he writes:

	... [Adelman says that] disarmament talks should be continued
	only to pacify the Russians while we continue to expand our
	arsenal of nuclear weapons.  What would you think if the
	Russians did this?  What do you suppose they think?

Surprise! The Soviet Government, consistent with its very character,
already does this, has always done it, and will always do it.  I doubt
very much they would understand us if we didn't behave in the same
way, though of course our reasons for expanding the stockpile is
to maintain a more visceral understanding.  They are brutes, and
should be treated as such.
