What do you suppose they think? Surprise! The Soviet Government, consistent with its very character, already does this, has always done it, and will always do it. I doubt very much they would understand us if we didn't behave in the same way, though of course our reasons for expanding the stockpile is to maintain a more visceral understanding. They are brutes, and should be treated as such.
