The cost for space based weopons is estimated in the
trillions.  THe cost for solar power producing satellites is
also estimated there.

Maybe some device can serve as both.  (A space satellite that
can send down enough microwaves to power a city can probably
incinerate one or knock down ICBM's.)

Instead of trying to decide the plowshare - sword controversy
find a plowshare that can be used to kill someone when 
desired.
