(I also don't recall seeing it discussed beforehand, but might have missed it.) As I recall, net.cse was created for discussions on Computer Science Education, interpreted as teaching Computer Science, not teaching \using/ computers. Currently, of course, net.cse has been turned into yet another flamegroup after Adam Buchsbaum (mistakenly, in my opinion) moved discussion on education \in general/ into it.
