My wife worked for a number of years for NSA, targeted against the Cubans.
She is not free to discuss details even with me, but she assures me that
the eveidence is overwhelming that particularly in Africa, where the Cubans
were when she was involved, the Cubans wre most definately being used as
Soviet cannon fodder.  When instructions are intercepted in Russian are
determined to be orders to Cuban troops, which then are seen to carry
them out, one suspects that the Russians are heavily involved.

She tells me there was greater eveidence that Russia had made continued
grain and military support contingent on Cuban willingness to send its
troops so that the Soviet troops would not have to be there as heavily.

I personally have no knowledge of the evidence, but I tend to believe my
spouse knows her stuff.
