Recent supreme court decisions have cast some doubt its constitionality. I don't know the details well, but I suspect that the timidity of Congress in invoking the act springs in no small part from a fear of choosing the wrong case for setting a judicial precedent. Reagan has not followed the protocols of the act out to the last letter, but has gone along as far as he feels obliged in the formalities of observance. This hasn't been far enough to make much difference in anyone's plans, that I can see. Jumping up and down and pointing to a law might, at this point, just get the law taken off the books. Public protest and individual resistance are, to my mind, much more effective and essentially more democratic. But then, I'm sort of a mobocrat. --- Michael Turner (ucbvax!ucbesvax.turner)
