   Please do *not* encourage people to create newsgroups at will! There is
already a fairly well-established policy on how to decide if a new group
is warranted. This is also (I believe) explained (or should be) in the
"netiquette" article to which you refer. Discussions about the necessity of
a new group go to net.news.group, a group designed solely for this purpose.
Please *don't* create any new groups without a discussion first! The resulting
chaos would be harder to wade through than it already is! :-)
