To Steve Wall and others:

Steve's response is interesting and if you would like discussion of
that view, read the chapter(s) on India in that "abiding liberal"
(self-inflicted term) John Kenneth Galbraith's "A Life In Our Times"
autobiography.  There, he discusses the US's attempts to improve
agriculture in India and some of its follies.
