(End of frosty humorless radical opining.) Actually, there do exist competing intelligence agencies deriving from the same nation. There is the old Gaullist spynet in Africa, which lost government support in the late 70's, at odds with the current French agency. Much of the problem in Chad springs from Spy vs. Spy shenanigans as these people try to trip each other up.
