             I have heard that cats like to have their OWN litter box
        and may not use one that another cat is using. 

             A cheap experiment would be to give your problem cat its
        very own litter box, with some initial coaxing and/or confinement
        to get him/her to use the box first, before the other cat gets
        to it. Locate the new box far from the old(other cat's) box.
