I think we all would agree that weapons of war sould g`be eliminated. On the other hand, restraining only one of two parties which do not trust each other only invites beating for the one who is restained. I would speculate that the reason the we build more advanced weapons first is that technologically we are slightly adavanced comaredt to the USSR. I don't think it is because we intend upon escalating an arms race. Finally, when they submit a petition advocating motherhood and apple pie, I want to sign it too! That is to say there is a simple solution to a complex problem between two nations is naive. I'm afraid that the USSR's track record on human rights and other issues is disturbing enough that I'd rather not lowwer my defenses until I see a new track record. Of couse, one may point a finger back at US and say we have faults also but I am much more confident that our dirty laundry will get aired before anyone elses will. Thankyou for listening.
