The Canadian govt had negotiated for the departure of its nationals with the military leaders. Even the medical school had negotiated for the safety of its students. Both of these agreements were reached before the invasion. The "crap game" looks, I'm afraid, like a Big Lie, like the "military airport", "hundreds of Cuban soldiers", and "medical students in danger" lines.
