I think Clark gathered a lot of respect for the way he handled the leadership campaign and his defeat, and if Mulroney were seen to embarass him it would look very bad. This is a neat portfolio, because it doesn't leave Clark either out of the shadow cabinet (embarassing) or in the shadow cabinet in a conventional post (leading to guesses as to "what this means" based on who else has occupied the post.
