I have altered the strapping option within the Gandalf modem on the
CSRG line to constant (rather than controlled) carrier, and it now
works fine on the DH.  The CSRG line is now in its permanent place,
tty29, and ttyd15 on the DZs is now unused.

We only used the controlled carrier back when we had to fight through
Dmitri to talk to CSRG; Dmitri wasn't prepared to talk to us except
just after carrier came back on after being off.  With our current
direct line to the VAX the controlled carrier is no longer needed.
It's arguably desirable for fault-tolerance, and it might get put back
if and when the DH driver controls the RTS line properly, but it's
hardly urgent.
