I have a '76 Monty Carlo that does the same thing, but winter AND summer. I have been into the carb several times and a mechanic has done the same thing with no results. The best that I can figure is the jets on the accelerator pump are too small for the engine (350) or the carb has an internal fault (blockage or hole). I was told to live with it or replace the carb.
