 I"m not sure why they went to two, but the California Highway Code
requires two working windshield wipers though it wasn't explicite which
windows these wipers had to wipe. I always thought cars that only had 
one in front got around the law by putting one on the back. ( 1 + 1 = 2 ).
Maybe they're getting tighter on the interpretation?
