As has already been pointed out in net.news.group and elsewhere,
one such "ethnic" newsgroup has already been created:  net.nlang.celts.

I am told that net.nlang is henceforth the newsgroup in which to
discuss cultures as well as languages, and I am taking nominations
for specific subgroups of net.nlang (net.nlang.french, net.nlang.yiddish,
net.nlang.chinese, etc.) which will be created if we get enough votes.

If you're interested, please send me your votes by mail.  Discussion
of ethnic newsgroups in general should go to net.news.group (DON'T hit
the "f" key!!).
