The *NEW* weapons we are "making and placing" is in response to Soviet missile deployments which have been continuing for the last several years. We did not put the first nuclear missiles in Europe, the Soviet did. If you truly believe the Soviets are not making any new nuclear weapons, then your grasp on reality is tenuous at best.
