  Another big selling point of munis has been the "privacy
factor."  Most of them have been coupon-of-bearer bonds,
which means that there is no record available to the IRS
on who owns them.  This had a certain appeal to people whose
income may have come from tainted sources (dealing cocaine,
freelance writing, etc.).
