They spent some time following him and getting to know his schedule, and they discovered that he arrived at the main government office building punctually at 8:15 every morning. So they rented an apartment across the street from the building, with a window overlooking the entrance. Shortly after 8:00 the next morning, the operatives were waiting at the window of the apartment, with their guns poised casually in their hands. When the clock reached 8:14, they began looking down the boulevard for the dictator's limousine--but they did not see it; and when 8:15 arrived, the dictator had not. 8:20 came and went--no dictator. 8:25--still no dictator. Finally, at 8:30, when the dictator still had not arrived, one operative (who was, of course, of extraction) turned to the other and said: "He's never been late like this before!
