If your site uses sendmail, it detects what it thinks are loops by counting
the number of "Received: " lines in the header.  The message is returned
if the number exceeds 30 (I think that's the number).  If the error message
causes a loop, eventually somebody's "Postmaster" or "MAILER-DEMON"
gets the message.
