I don't know if refresh is on the IEEE-696 (S-100) buss, but I imagine
it is (it wasn't on the original S-100). But pin 47, sMEMR is 'status
memory read' - a status output by an 8080 in the T-2 cycle (I believe).
Use this on memory cards to strobe the data in.
