Recently, there was a decision to create a newsgroup to
discuss Celtic heritage, language, culture, etc.  This
decision was made in the 'proper' way, i.e. after initial
proposition and then discussion.  It was decided to call
it net.nlang.celts, since it wasn't really appropriate to
make a top level group for something like this.  However,
someone also created net.celts.  This has been removed;
please use net.nlang.celts.
