It summarizes some work by Kirk Hansen which links the current rate of recession to resonances between the earth's rotation rate and the tidal period. It is stated that extrapolating the current rate leads to problems about 1.5 to 2 billion years ago, so I don't think this can be reasonably construed as support for creationism, whatever theoretical problems it might present.
