The third reason is certainly not applicable to the U.S. Government,
which currently spends *MUCH* more money than it has; ie, than it
collects in taxes.  The third reason *is* applicable to parts of the
U.S. Government, which have to spend all of their appropriation by the
end of the fiscal year or lose it.
