The show was called Lidsville.  It was yet another Sid &
Marty Kroft abomination.  I only watched it because of how
superb CNR's acting was (for a kids' show).  Everyone in the
show was a hat (that's right, a hat) except for CNR and a
group of kids (every Kroft show had to have an insipid group
of kids).  CNR played a Snidely Whiplash type bad guy.  When
he threw his hat into the air it would return having
expanded to the size of a hot tub and capable of being
piloted.
