As a temporary measure pending the arrival of a rewritten accounting
package (work underway at the moment), acct(1) has been rebuilt for
the December accounting run.  The changes are handling of a larger
number of terminals and the deletion of knowledge about which terminals
should be charged more (since this changed midway through December).
The latter will result in a small loss of revenue, since we won't be
charging the $1/hr surcharge for phone lines for December, but may be
necessary to get the December run done before the billing deadline.
